INTELLIGENT ENERGY - EUROPE CIP - IEE- 2013


The Intelligent Energy Europe II Programme (IEE) funds promotion and dissemination projects in the field of energy.

Types of actions

Intelligent Energy - Europe covers action in the following fields:

Energy efficiency and rational use of energy resources (SAVE), including:
  • Improvement of energy efficiency and the rational use of energy, in particular in the building and industry sectors;
  • Supporting the preparation and application of legislative measures.
New and renewable energy resources (ALTENER), including:
  • Promoting new and renewable energy sources for centralised and decentralised production of electricity, heat and cooling, and thus supporting the diversification of energy sources;
  • Integrating new and renewable energy sources into the local environment and the energy systems;
  • Supporting the preparation and application of legislative measures.
Energy in transport (STEER) to promote energy efficiency and the use of new and renewable energy sources in transport, including:
  • Supporting initiatives relating to all energy aspects of transport and the diversification of fuels;
  • Promoting renewable fuels and energy efficiency in transport;
  • Supporting the preparation and application of legislative measures.
Integrated initiatives combine several of the above specific fields or relating to certain EU priorities. They may include actions integrating energy efficiency and renewable energy sources in several sectors of the economy and/or combining various instruments, tools and actors within the same action or project.

Budget

There is no “typical” budget - it will depend on the nature of the project. In practice most are around €1 million.

Beneficiaries

Applications must be submitted by a team of at least three independent legal entities, whether public or private, each established in a different countries of the 27 EU Member States, Norway, Iceland, Liechtenstein, Croatia, or the Former Yugoslav Republic of Macedonia.

Natural persons are not eligible

Funding rates

The amount granted will be up to 75% of the total eligible costs

Elegible costs
  • Direct staff costs
  • Other direct costs:
                  -   Subcontracting
-    Travel costs and subsistence allowances for staff
-    Depreciation for small items of equipment
-    Other specific costs (ex. workshops, publications, etc.)
  • Indirect costs - flat-rate fixed at 60% of the beneficiary’s staff costs. (Indirect costs are not eligible as part of a project grant awarded to a beneficiary who is already receiving an operating grant from the Commission during the period in question or who is receiving an ongoing grant for establishment of a local or regional energy agency.)

Duration of projects

The maximum duration of a project is 36 months.
